DC Office Solan Recruitment 2022 Applications on the prescribed form are invited from desirous and eligible candidates for filling up of vacant posts of JOA (IT) (Class-III) on contract basis and Peon (Class-IV) on daily wage basis under the establishment of this office from amongst the Persons with Disabilities. Candidate can obtain application form by downloading it from the official website of the Deputy Commissioner Solan i.e. http://hpsolan.nic.in. The applications received on the format other/ then the prescribed format will not be accepted. Therefore, the candidates are advice to submit application on the Described format.

Application Forms submitted incomplete, relevant documents, photographs; signature etc. will be rejected straightway. Furnishing of false information and documents or suppression of any factual information in the application form would entail disqualification. If the fact that else information /document(s) has been furnished or that there has been suppression of any factual information in the application; comes to the notice at any time during the service of a person, his/her service would be liable to be terminated.

1. Detail of Posts, Eligibility, Qualifications

(1). Name of Post: Junior Office Assistant (IT) (Class-III) (Non-Gazetted)

(On contract basis)

PWDs (category wise and class wise Break up for the post of JOA (IT)

01-Deaf &&hard of hearing

01-Locomotor disability including cerebral palsy, leprosy aured. dwarfism. acid attack victim & muscular disability.

Pay Scale of Post JOA (IT) on contract basis

60% of First Cell of Level-4 of Pay Matrix as per HPCS (RP) Rules, 2022.

JOA (IT) Essential Qualifications

(a) Essential Qualification(s):

1. Candidate should have passed 10+2 or its equivalent from recognized Board of School Education/ Institution situated within Himachal Pradesh. Provided that this condition shall not apply to bonafide Himachalis.

OR

Matriculation from recognized Board of School Education with one/ two year’s Diploma/ Certificate from an Industrial Training Institute, (IT) in Information Technology (IT) & Information Technology/ Enabled Sectors (ITES) as notified by Direct General of Employment & Training (Govt. Of India) from time to time or three years Diploma in Computer Engineering/ Computer Science/ IT from a Polytechnic as approved by All India Council for Technical Education (AICTE).

Computer typing speed of 30 words per minute in English or 25 words per minute in Hindi:

Provided that visually impaired persons selected/ recruited under 1 % quota will be exempted from acquiring Diploma in Computer Science/ Computer Application/ Information Technology and passing of typing test instead they shall be imparted necessary basic training including computer training course by the Department concerned through Composite Regional Centre (CRC), Sundernagar or Nation Institute for the Visually Handicapped (NIVH), Dehradun or Composite Training Centre (CTC), Ludhiana. They shall have to complete the above training during which three chances will be afforded. If the incumbent fails to qualify the same his/ her services shall be terminated. However, the incumbents already in the service shall be afforded sufficient number of chances to complete the aforesaid training:

Provided further those differently abled persons who are otherwise qualified to hold clerical post as certified being unable to type, by the Medical Board may be exempted from passing the typing test. Explanation:- The terms, “differently abled persons” does not cover visually impaired persons or persons who are hearing impaired but cover only those whose physical disability deformity permanently prevents them from typing.

The above criteria for grant of exemption from passing the typing test shall also be applicable to the Skill Test Norms on Computers.

(b) Desirable Qualification(s):

Knowledge of customs, manners and dialects of Himachal Pradesh and suitability for appointment in the peculiar conditions prevailing in the Pradesh.

(c) Other Eligibility Conditions: The applicant should possess minimum 40% permanent Disability Certificate issued by the competent Medical Board i.e. District Medical Board or above

Age Limit

The age of candidate should be between Minimum 18 years and  Maximum 45 years as on 01.01.2022, however upper age limit is relaxable for physically handicapped up-to 5 years.

JOA (IT) Mode of Selection

The total selection process is of 30 Marks with following distribution, as under:-

01-Multiple disabilities from amongst as persons under clause (a) to (d) of Para 2.2 of the DOP instructions vide No. PER (AP)- CE Iail2020 dated 22.06.2020.

Peon Essential Qualification

 (a) Essential Qualifications):

Candidate should have passed 10th or its equivalent from recognized Board of School Education/ Institution situated Within Himachal Pradesh. Provided that this condition shall not apply to bonafide Himachalis.

Provided that visually impaired persons who have crossed the age of 35 (thirty five) years, competing under 1 quota reserved for visually impaired persons will be exempted from prescribed education qualification.

(b) Desirable Qualifications:

Knowledge of customs, manners and dialects of Himachal Pradesh and suitability for appointment in the peculiar Conditions prevailing in the Pradesh.

(c) Other Eligibility Conditions:

Notification Date: 30 June, 2022.

The applications along with relevant supporting documents should reach in the office of the Deputy Commissioner Solan, District Solan HP-173212 on or before 25.07.2022 by 05:00 PM. From Non-Tribal Areas positively and the candidates of Tribal Areas of Himachal Pradesh shall be given on additional time to submit their applications i.e. on or before 31.07.2022 by 05:00 PM. The applications received after the last date and incomplete applications shall be rejected straight way without any intimation to the candidate.

Selection Procedure

The merit list for the post will be drawn purely on evaluation basis in accordance with the parameters devised by Department of Social Justice & Empowerment letter No. SJE-B (15)03/2014-I dated 28th August, 2017, The physical requirement/ abilities and functional classification of the category of disability will be determined in accordance with the instructions of the Government issued from time to time.

Instructions/ Guidelines for filling up the Application Form

(i) The application must be submitted on the prescribed format only and an attested recent passport size photograph must be pasted in space provided in the application form.

(ii) The candidates must possess requisite essential qualification prescribed for the post.

(iii) The name of the candidate must be registered in the concerned Employment Exchange.

(iv) The applicant should have the documentary proof/ certificate with respect to the Person with Disability issued by the competent authority.
